Take a hot air balloon ride. You could either propose while fling high in the air or have the proposal happen on the ground while the balloon flies over.  Obviously you can't predict completely where the balloon will fly so if you had the funds to do so you could put a sign inside the balloon itself.

When picking up your loved one from the airport. You could setup a sign with the words,. "Will you marry me". Wait for your loved one to get off the plane and have your sign ready. If your a kiteboarder or into flying large kites you could write your proposal on the underside of a lare kite. Fly it high overhead until she reads it.  If shes a kiteboarder you could even write it on her kite and hope she sees it before she heads out in the water!!
